This is okay, with your Sims 4 files safely backed up to the desktop, you can then move over what old files and folders you want. It will be as if you just reinstalled the game, so no game saves or cc. This will create a new Mods folder and Resource.cfg file.
Load the game to create a new Sims 4 folder.Then you can move your saved game files, mods, and tray files into the new folder. That will generate a brand new folder, including resource.cfg. The user files can be found in the following folder: Documents Electronic Arts The Sims 4 Sims 4 sometimes also uses the folder in OneDrive if you use that.
